		<description>You would think that Conroy would at least have the spine to stay aboard the sinking ship of this stillborn plan, and invite iiNet and others to participate. 
 
This to me reads as part of an exit strategy - avoid being dragged through the media (more), quietly abandon the plan while still saying you did the testing. </description>

By targeting smaller ISPs that serve customers that are unlikely to be looking at questionable material in the first place, they can come back and say &#039;99% of people signed up with a participating ISP didn&#039;t have any complaints&#039; and use that as a basis to leverage it onto Telstra, Optus, iiNet, et al. </description>
